This is my understanding of it...and I hope I'm right! ;o)

The top 16 teams in the world qualify for the Olympics. The Irish team had qualified provisionally but there was the chance that another team could have passed them out.

The hope was that they would get a better time in Helsinki which would have pushed them further up the rankings but in the end, they were disqualified in the race.

They were waiting for the results of other competitions like the African Championships? but in the end, no-one passed them out and they qualified when the qualification date expired.

"Ireland went to Helsinki ranked 12th on their aggregate time from two races in the last two years (6:58.09). But with only the world's top 16 qualifying, and May 2 the deadline, there were fears they might be overtaken by other results from the Europeans and also last weekend's African Championships. But they have held on to 13th place, one behind Italy and ahead of Brazil, Poland and Turkey."
